The East 11th Site Redevelopment Study established the feasibility, vision, and system-level rationale for transforming Coast Mental Health’s existing Clubhouse/head office site into an integrated mental-wellness campus.
Background
Process
Following a facilitated process to define the site vision, Cornerstone identified priority service components and tested spatial and financial feasibility, including early operational modelling for the site and podium. External partners were engaged to validate assumptions, refine operational models for clinical, hub, and recovery services, and assess risks related to funding, population mix, and operating models.
Solution
The study produced a model and program for a mental wellness campus, including phased operations across recovery, community, clinical, housing, research, commercial, and administrative components. Risk assessment identified major capital and operational risks and proposed a mitigation strategy centered on phased development, partnership funding, and right-sized functional programing.
