Background

The Swangard Stadium Revitalization Study assessed the aging stadium’s current condition, utilization, and regional role to determine feasible revitalization approaches that address long-term sport, event, and community needs. The study established the strategic rationale for reinvestment by identifying demand drivers, infrastructure deficiencies, and Burnaby’s need for a modernized multi-purpose outdoor venue.

Process

The assessment process included demographic and market assessment, operational and utilization analysis, and development of six revitalization options. Scenario modelling evaluated each option’s ability to meet future service requirements, supported by capital cost estimation and a comparative assessment of operational implications, opportunities, and constraints.

Solution

The analysis confirmed that the stadium is nearing end-of-life and cannot meet current or projected demand without major reinvestment, identifying six feasible upgrade or redevelopment pathways ranging from $25–30M in improvements to $150–170M for full redevelopment with ~10,000 seats. Strategic modelling demonstrated increased regional demand for certified track and field, event-ready outdoor space, and high-performance sport infrastructure, supporting the feasibility and community value of revitalization.
