The Lloydminster Health Services Needs Assessment provided an evidence-based framework to address long-term clinical demand, demographic change, and service pressures across a bi-provincial health service region. The study responded to system fragmentation, rising complexity of care needs, and major access challenges affecting patients across both Alberta and Saskatchewan.

Process
The assessment analyzed demographic and epidemiological trends, modeled utilization across acute, community, and continuing care sectors, and engaged stakeholders across ministries, agencies, and clinical programs. Forecasting and scenario modeling were used to define future service requirements and validate integrated clinical directions for the next 15 years.
Solution
The study produced a future-state service model across 13 service areas, including 6 acute, 5 community-based, plus 3 levels of continuing care across both provinces. It equipped both provinces with coordinated service directions to guide long-term planning and support more seamless, sustainable care delivery in Lloydminster.
